The Cherry Blossom (Sakura) season only lasted two weeks each year. People try to capture the moment. And they do it nicely and orderly. Other folks will place blue mats on the ground under the Sakura trees to enjoy the scenery with friends and family. Some folks will even camp out under a good spot for a few days before full bloom.
Cherry blossom is the name for the cherry flower from Japan that is also called Sakura (桜 or 樱; さくら). "Hanami" itself is an activity of a picnic under the blooming cherry tree or ume tree. This activity has been going on for hundreds of years.
